My Student Permit is about to expire next month, 22nd of September, so I decided to ‘upgrade’ it to Non-Professional Driver’s License. My friend texted me days before: ‘Tol may lisensya na ako, pde na tayo gumala kahit saan’ and I’m kind of envious. But my main reason for obtaining the license is just a document proof, several times I’m being asked for an ID or Driver’s License everytime I have a transaction, mostly in banks. The second reason is the real purpose of that plastic card.

My brother obtained his Professional driver’s license just months ago so I asked him about the do’s and dont’s on every process.


Day One – Monday – August 17 – 8:15am

Since my brother hired a fixer, yes a fixer, that’s my first mission upon arrival at the LTO Office – look for a fixer. To my surprise, they’re the one who’s looking for you. Below the huge sign ‘NO FIXER’ is a bunch of people asking about your purpose for being there.

“Boss, magrerenew ka?”, “Brod, lisensya ba?”, “Non-Prof o Prof?”

There’s my very first misfortune that day, kung bakit sa dinami-dami ng fixer dun e ang napunta pa sakin e yung tamad at tanga. Of course I had no idea who’s better among them, I just grabbed the first who approached me.

He just pointed where I must go first.

“Teka, ‘di mo ba ako sasamahan?” I asked
“Kaya mo yan, basta punta ka lang dun…” He said pointing at some direction.


Drug Test

LTO Office erected at the side of the biggest PUV terminal in the city, and the LTO accredited drug testing clinic lie between and somewhere in the middle of the Sari-Sari and Pasalubong stores.

After several mistakes, I finally found the drug testing clinic with the help of bystanders and vendors around. I filled out the form and the ‘nurse’ handed me a white plastic bottle with cap and told me to fill it up.

Fill it up?! That’s when I remember my brother told me “Tol, wag ka muna iihi sa umaga.”

Damn, I just did pee that morning before taking a bath. It’s my second disaster that day and it’s only around 9 o’clock. Having used to the situation, the nurse just smiled.

“Ma’am, pwedeng mamya ko na lagyan to, iinom lang ako ng marami.” I said.

So I went out, bought a .5 liter mineral water gulped it down and waited, feeling something on my bladder. It’s not enough so I bought one more, I felt I’m gonna puke every drink but I have to do it. Knowing that the body has to process first the water before it discharges them, I decided to go first at the very heart of the city to withdraw some money because I thought the money in my pocket will not be enough for all the fees. So I rode a jeepney, found an ATM then rode back to the clinic. I felt my bladder about to explode so I filled the bottle up in an instant in fact I can fill as much as 3 bottles that time.

I paid the testing fee of P300, and got my negative results of course, I haven’t done any illegal drugs in my entire life.

So one down and I had no idea how many more to go.

Next is the medical test.


Medical Test

The assistant took my blood pressure, height and weight and would you believe that though I wear eyeglasses since I was 17, my visual acuity is 20/20? Well, it’s because they let me read the chart wearing my eyeglasses.

I passed the test and paid P100.

Two down and still had no idea how many more to go.


Day One Down

Armed with the test results, I went back to my stupid fixer, and he told me that I need TIN ID from the BIR, he said that I don’t have to do it myself. He’s the one who’ll claim my ID from the BIR office which is very far from the LTO office, that’s the first time he offered his (paid) help.

But the problem is I don’t have a Birth Certificate with me. So he pointed me to the Notary Public near the Mister Donut stand and said that they make fake Birth Certificate for P50. Without hesitation I approached the office.

‘Ma’am may nagturo sakin dito sakin na gumagawa daw kayo ng Birth Certificate’, I started.

Being cautious, she replied ‘Sino?’

“Yung maliit na lalaki, (Fixer’s Name) ang pangalan”, I said.

“Sige upo.” She said after learning that I’m not a spy and began asking me about the details in my fake Birth certificate. After that, she told me that I have to photocopy the document to make it look genuine. I paid her and went back to the fixer.

It’s about 11:30 and the liquid I drank before is doing its business, I felt my bladder expanding every second.

The fixer told me that he’ll be able to acquire the ID at around 4pm and I have to go back to LTO the next day.

Two days absence from work is not in my plan but I thought, sige na nga matapos lang. He asked me P150 plus P50 for fare he said, though he got his own motorcycle. I gave him P200 without any questions.

So the fixer and I agreed to meet there the next day and proceed with the process.
I ran as quickly as I can to the public bathroom which you have to pay first before using the utility. The coin box has a funnel-like metal attached on top of it and once the coin or bill dropped into it, it’s impossible to retrieve. P5 per pee…I don’t have any coins with me so I paid P20 and told the ‘cashier’ ok na yan Miss, matapos lang.


Day Two – Tuesday - August 18 – 8:30

By this time, I got my brother’s motorcycle as my service vehicle.

I arrived at LTO at around 8:30, and the fixer handed me the papers. He rolled it and instructed me to go upstairs at Window Number 3, look for (Employee Name), and discreetly tell her that he processed those papers.

(Employee Name) gave a green card with number 24.

I realized later that from that moment on, the process is normal, I mean, my papers will be processed normally like those who haven’t hired a fixer. I cursed my stupid fixer. Normal process means neverending waiting for your name to be called on every window. Increasing the criterion for your name so as not to miss it.

The crowds gradually getting thick every minute, because the pacing of LTO doesn’t match with the multiplying applicants.

I just stood there at the back while waiting for my name while watching the crowd in heat and hearing their sentiments.

“Ang bulok ng sistema nila ‘no?” said the man beside me, maybe want to strike a conversation. He evaluate every corner of that crowded room, from turtle-pace employee, not to mention their chat everytime they catch each other anywhere in that room, the old PA system who calls the name but not mentioning where specific window to proceed, the result, the person have to turn around finding which window it might be. Just mention the window where to proceed to and it will significantly decrease the delay. I can’t believe that they can’t realize that simple equation.

I want to reply, “buti nga kung may sistema, kahit bulok”, but as a man with patience, I just smiled. I don’t want to vocally express my disappointment because I believe in karma. Eversince, I bitterly accepted the fact that MOST of the government offices are far more irritating than anything you could imagine and the people working in it are the most slowest (double superlative intended) creature on earth.

Then they called my name after more than an hour, took my picture and digital signature and told me to wait for my name to be called at Window #6, the cashier.

Two hours passed and my name seems forgotten. That moment I decided to blog my LTO experience because I thought it’s more than being extraordinary. I’m not exaggerating and I will not let my patience wear off.

Then lunch break came. They advised us to return at 1pm. I had my lunch at Jolibee near the LTO office then went back and waited till 1pm.


Window No. 6

They resumed the routine and the second name they called at number 6 was mine. I approached the window as fast as I could to save time.

“P167.50” the fat lady said. I struggle for a smaller bill in my pocket and got P170. I handed her the money and waited for the change. Do you think she ever bother to give me the change, she just looked at me with ‘what the hell are you still doing there?’ face. So I just backpedaled and went back to my place. It’s just a change, ok na yun, matapos lang.


Examination

After about one hour, I together with about 30 others was called inside the Lecture/Examination room and waited for another 45 minutes doing nothing. I tickled my mind and thought that it was some sort of ‘what-traffic-jam-feels-like’ test.

The lecturer arrived and began his job, explaining things about license, vehicles, rules and regulations, etc. Picking names randomly on the list and asked some questions. Surprisingly no matter how easy and practical the question is, still they can’t answer it perfectly. I’m not telling that I’m far more intelligent than them but a toddler with a common sense could answer those questions.

But I learned several things from the lecturer and I want to thank him for that.

Next is the written exam. Forty items for the Non-Professional and sixty items for the Professional. Usual instructions, shade the circle, etc. The questions are in Tagalog, three choices with two of them most of the time are obviously wrong; one question if I remember correctly goes:
Gaano katagal ang tamang pagtingin sa rearview/side mirror?
a. hanggang gusto
b. mabilisan
c. di bababa sa isang minuto

I answered the exam and skipped those questions that I’m not quite sure of the answer. I’ll just take a wild guess at them afterwards, I thought. The last ten (or so) questions are road sign which I memorized since elementary, why is that?

My father was a former traffic enforcer and we had this book of road signs entitled ‘Ang Driver Na Pinoy’. It has a jeepney with large eyes as the main character explaining everything about every signs, every rules and regulations, vehicle maintenance, etc. Since that’s the case, no chance that I couldn’t answer those questions correctly.

But no matter how easy the questions are, I’m still one of the applicants who submitted the exam behind. I thought, ‘ang gagaling naman ng mga kasama ko at ang bilis nakapagpasa’, not to mention most of them have twenty more questions than me.

Then we waited outside and instructed us to wait for our name to be called and perform the actual exam outside the office. One applicant told me, ‘’tol, may sagot na yung exam ano?’

I couldn’t speak in disbelief, that’s why they’re done so fast! But why does my paper has no answers in it? I cursed my fixer again. But knowing the type of exam, I’m confident that I will never flunk.

The first batch was called and they hurriedly went down to drive test. I expected this because I submitted my paper later than them; my name for sure is in the second batch. Some applicant’s so nervous but me, not a single strand of uneasiness.

Then the next batch of names was called. Again, I haven’t heard my name. There’s a third batch, the lady said.

Then the third batch was called and instructed them to take the test drive downstairs. Then they called my name together with, I think, three others, but they instructed us to get inside the examination room instead of downstairs.


Ultimate Disaster

Upon entering, one employee said: “Sorry, you didn’t passed the exam…”
The others quickly get their papers and signed at the logbook as they instructed then leave accepting their fate. Me, on the other hand, just standing there gathering my senses.

“Are you sure?” was my first words. I was literally laughing softly but I felt water in my eyes.

The employees just looked at me, I repeated the question.

“Sir, ‘di po magkakamali yan, machine ang nagchecheck nyan.” Said the male employee, pointing at the machine where the exam sheet is inserted and being checked.

“Sigurado ka?, porke ba machine yan ‘di na pwede magkamali, ‘di ko matatanggap ‘tong result na ‘to, and I want this to recheck!” My voice is ascending without me knowing. I’m very disappointed.

“Sir, kami rin po, di mkapaniwala na may babagsak.” said the other lady employee.

“Of course, kaya di nyo dapat sabihin na di nagkakamali yang machine na yan…” I blurted, “40 simple Tagalog questions and d’you think, kaya kong ibagsak yan…”

It seems that they can’t confine the situation so they told me that they will forward me to the Head of Office to address the problem. I followed the lady and I’m in front of this fat man before I could notice.

I repeated him the situation and he explained that he could do nothing about it, he explained that once the machine read the result it will be forwarded to the main office in Manila, he said that if I want a request for recount or recheck, I must do some series of things that will consume a valuable amount of time.

I want to curse their office, him and everybody else, but being a man with values education, I just kept it.

I borrowed my examination papers and read it once again. I thought that maybe, I really flunked the exam and my litany has no point. Maybe, I was over confident and missed some questions. Maybe I was high on drugs and hallucinating during the test.

My score was 29 out of 40 so I must have 11 wrong answers to come up with that result. I count the items that I’m not sure of my answers and it’s only more or less five, and there’s no way I can have 11 wrong answers.

I told him several times that I heard some examinee that their exams already have an answers but he seems not to hear it. I insisted that it’s so unfair for me that those people passed the exam without possibly knowing what the questions are because they have an answered questionnaires while me, so much sure that I will pass the exam because of my natural knowledge and yet I failed. He just shrugged, as if saying ‘ganun talaga.’

Then he admitted that that was not the first time it happened, he knows that glitch sometimes happens in their system. There’s a case, he said, that this particular applicant, no matter how many exams he took, he always failed. And when they manually check the result, it qualifies as passed. But no matter what, the machine result must be the one to acknowledge.

Here’s the irony, it’s indicated on my papers to come back after one month to take another written exam, but my Student Permit will expire on September 22. Once the Student Permit expired, the upgrade process is not possible.

The head of LTO just advised me to just let my Student Permit to expire then get another Permit then after two months upgrade it to Non-Professional repeating all the processes all over again. For the man with the highest position in that building, that’s the best thing he could do.

After about 30 minutes of explanation, ‘walang mangyayari dito’ I thought. And besides, it’s already 5pm, I have work the following day and I don’t want to waste another more minute. I gave up. I just shook his hand, left the office and noticed my co-applicants outside excitedly doing the test drive. I felt envious as hell.


Final Sentiments

It is against the rules and regulations to drive a motorcycle without side mirrors, I never rode one. I wear helmet all the time, I never over speed, never had a passenger more than one. Never drove under the influence of drugs. Yeah I drove with alcohol sometimes but I see to it that I can really drive and I never insisted on driving if I can’t. I never drove in slippers, I observe every traffic rules and regulations, and I have a good judgment. In short, I’m a model driver, but due to LTO’s stupid system and people, I can’t get the license that I deserved more than some of those applicants who seem the future traffic enforcer’s headache.

I can accept that I failed the medical test because I’m a bit ‘fragile’ and because I trust my brain more than my body.

I passed a five-year Computer Engineering course with very impressive marks. I never failed a single Calculus Exam, nor Psychology and Philosophy. Never flunk a single Electromagnetic and Thermodynamics test. I passed the Civil Service Exam years ago. All of them are extremely more difficult than LTO’s written exam.

Well, enough for my boastfulness, I just want to say that, who could believe that I will fail 40 easy Tagalog questions.

I filed a two-day sick leave though I’m not physically ill, but I felt really sick that I wasted patience, time and money which are the most important things on earth.


Aftermath

While inside at the waiting room, I planned to text my friend with ‘kala mo ’kaw lang ang may lisensya ha?!’ after I got my plastic card, but instead I texted him ‘pre asan ka? anjan ka pa ofc nyo punta ako jan, inom tau.’

    hays ako rin bumagsak last friday lang eh sure naman akong mapapasa ko un.. renew lang ako with additional restriction kaya need mag exam ulit.. first take ko ng exam noon pasado.. pero nung friday bumagsak ako.. nyeee

    LTO was the worst government agency I have set foot on. Ang kapal harap harapan ang negosyo.

    I had the same experience worse pa yata sa nyo. Nakakabwisit talaga yang LTO sa Mandaue City. Then they let you appeat the erring party.

    Hi! i'm Inocus, I just got my Professional license fresh from LTO Binian Laguna yesterday after a week and a day! what a waste of precious time!
    I used a fixer, a too wise fixer that I almost became a morron! I paid him but my answer sheet during the exam has no answer marks For me to shade as he promised. So without any other option I answered it by my own knowledge and surprisingly I PASSED! 47/60 while d passing is 45. then my applicaion papers were rejected because of some mistakes of thier foult so I got another application form and again started back to window 1. And ofcours they made me take the exam again and know what? I saw my testmates left and right with vivid marks on the their answersheets! I cn't copy bcause we have different question sets. so I aswered it on my own and got a proud score of 50/60!

    (continuation from Inocus) What I want to say is try again... I confess some questions are really irrational and unpractial while some are puzzling: (ex: when crossing a school pedestrian lane what should you do? a. stop and wait for students to cross. b. stop and wait for pedestrians and students to cross. c. continue when the road is clear) all options are true but the answer is (a) because it's in a school, got the logic!? However most ot the questions logical and requiring knowledge in this field.
    Before I take the exam I ask alot of individuals even traffic officials and surfed the internet a lot of times about traffic rules and regulations.
    I suggest gain more knowledge on LTO rules and regulatios.
    it's my PLEASURe and PRIDE that I passed the dreaded LTO exam even twice! through legal process amid the "Bulok" and curupt LTO system.

    Reading your story was like reminiscing my experience. Except the beginning part where you hired a fixer. I got 35/40 on the exam and i cant accept it. I tried to get my license the right way but it seems like a crooked and time consuming road to nowhere. After a month of waiting, I had no choice but to get a fixer to assist me. Spent 3K on it. But it took me only 2 hrs to finish the drug/med/picture-sign. Tomorrow I'll take the written (w/answers) and actual. I hope this time, that elusive piece of plastic giving me the right to traverse our miserable roads will finally be in my hand.

    ako din 29/40 bagsak din kala ko din maipapasa ko tsk tsk ayun kaka frustrate gusto ko pa mandin gawin sa malinis na paraan feeling ko tuloy nabobo na ba ako..kaya ayun pinag iispina ko mag fixer na lang..yung instructor sa driving school dati pa nag oofer na sya mag process ng non pro kaso sobrang mahal naman charge nya is 3k..tinawagan ko kanina if pwede mag pa process ayun chinika ko sabi ko pasko ngaun ha ayun ginawang 2800+250 para sa rent ng car for actual driving..same procedure wait for 1 month..wala ng practical exam pero yung written exam may sagot na daw..pano kaya yun kung random ang questionaire??

    parepareho lang pala tayo nang mga experience i also cant believe that i got 29/40 coz im so cofindent with my answers and bale 6 lang yung medyo hindi ako cgurado, i dont know if they intentionaly do it para magpa fixers nalang tayo, there so fuckin corrupt.......

    29/40 din ako alam nio ba ang modus nung mga putanginang lto employees!? konti lang ang ipapasa nila para within that day konti lang ma aacomodate nila dahil they can't and will never could accomodate a huge amount of passers sa exam within a day or the next day why? because hindi sila pwede mag over time! mga tamad kasi yung mga kupal na yan! usually yung mga may fixer sa loob yung mga nakatimbre na. sila lang yung mga pasado.... i failed once and will never trust their procedures... kaya kung ako sa inyo dun kayo magpa fixer sa loob. ive spent 2.5k for sure license.. hth

    cguro the LTO personnel inserted an answer sheet na 29/40 ang grade not ur answer sheet. It also happened to me, getting a Prof License, however I got a score of 44/60, 45 raw ang passing. I doubted na 44/60 score ko,but then cge, pwd pa nman bumalik the next day to take another test. I said to myself, if ever 44/60 pa rin score ko, this agency is BS!!!

    Nakakalungkot naman mga comments niyo dahil ako nakatira ako sa San Juan and planning to take my non-pro exam there.. pero since ganyan pala dun, at ayoko din na mandaya through fixers, kinakabahan na ko. i've never been to a driving school but i learned how to drive since i was 11 and im 20 now. i know very well the rules and regulations at may driving manuals ako, pangalawang beses ko na tong student permit ko kasi kinakabahan talaga ako mag take ng exam. now that im confident I WAS planning to take the exam, but i dont want to fail just because of the stupid corruption dyan sa san juan lto na yan. sa main branch ba sa QC safe? or meron bang remedyo if ever 29/40 din ibigay nilang score ko na parang magiging magic lang?

    Wag sa main branch sa QC. Mas matagal and kasing kupal ng mga tao dun. Mabuti pa sa Makati o kaya sa Shaw Blvd na malapit sa Kapitolyo.

    I have the same experienced with you.But before i took the written exam there was a man who introduce himself that he was one of the contractual employee of LTO.He encourage me to pay 1thousand pesos to make sure that i'll pass the examination.According to him many Professionals cant pass the examination so the best thing to do is mgbyad nlng pero ssgutan mu rin ang 40 item test at bwat mali dw ay papalitan nlang nla.ung bayad daw ay hahati-hatiin nlang lhat dun..Bnabantayan ako ng taong yun na matwag ako.pro ng cnabi ko na kkuha mna me ng exam pagbumagsak me ska nlng me mgbbyad kla k kc pwede mgretake ng exam on the same day pgnfailed.after nung cnabi ko umalis ung tao pumsok sa examntion room then, nang lumbas my ksama na offcer dun na prng tntngnan me.Nung tnwag na name ko, pmsok n ako dun pra mgreview, binasa k n ng mbilis cguro mga 1mn..then i took the test, I think mga lessthn 7 ang d cgurado out of 40, pro hnd, kya ngtaka me bt 29 lng ako? nkiusap ako s chief exmner nla pro d me pngbgyn...pnblik me aftr 1 mnth,sobrang nkkasar at nphiya me sa sarili ko.Ngcsi 2loy me na dko tnnggap ang alok ng taong un........

    ako din nagpafixer kaya lang napansin ko ganun din ang proseso ang kaibahan lang para saken ay yung sa writen and actual exam,dun sa writen sabin nung fixer ishade ko lang daw is 1 to 5 tapos bigay ko sa examiner then sabihin ko name nung fixer,nilagyan nya ng mark yung mga di ko sinagutan. dun sa actual di ako nag actual may binigay lang na papel sakin yung fixer ipakita ko daw dun sa nagreresibo tapos hintayin ko nalang daw tawagin ang pangalan ko sa releasing.pagkatapos ng matagal na paghihintay nkuha ko na lisensya ko. pasado sa writen and actual exam.

    Ako din ganito experience! tanung sakin nung nag-aasist yun daw bang may sagot na o wala. tinanung ko kung magkanu ang sabi eh 300 daw. eh magkanu ba kako uubusin ko sa license, sabi 1350 daw. eh that time nakapagpa-drugtest na me at medical which cost me 400, eh + 1350 = 1750, eh sama 2,000 lng dala ko ksam na pamasahe ko dun. kya sabi ko yun nlng wala sagot kc kukulangin kako pera ko.

    kaya ayun nagexam ako, nagulat ako nsa #10 plang ako nagsasubmit na karamihan dahil may mga sagot na. sa isip-isp ko maiiwan ako, kaya ginawa ko nagopya na ako dun sa may sagot answer sheet nila. sabi ko sa katabi ko, 'tol pakopya, ayun nagpakopya nmn kaya from #11 to 60 puro kopya dun sa katabi ko na may sagot na. getting the results nka-22 lang ako????

    Hindi na ako nagcomplain, i know wala din mangyayari. It's their business and sabi bumalik nlng daw ako after one month. I knew in myself na pumasa ako kc nga nagopya lng ako dun sa pumasa nmn. Ngopya ako indi dahil indi ko alam sagot kundi nakita ko ako lang maiiwan dun. SHAME on them! Mga wala kwenta! Ang LOTo branch na ito ay LTO Cabanatuan City sa Nueva Ecija.!

    Kaya kung ako sa inyo, magbayad nlng din kayu sa exam, ksi kahit naipasa mo ibabagsak ka nila.

    LTO Tayuman as of May 15, 2013. I took the ENGLISH version of the exam. I was expecting to get 37 out of 40 bec I studied a lot and I was confident of my answers. I was getting 98% sa online reviewer at ltoexam.com but actual test FAILED pala 29/40 din ako. Di ba nila pinapakita yung test paper o kung saan nagkamali? At bakit kasi mag rerely lang sa mga reviewer para mag-aral? Walang official driver's manual from LTO. So no basis talaga at no way to improve if bumagsak ka. Eh pang bobo pa naman yung mga tanong sa reviewer at super obvious ang sagot

    OMG! i'm about to get a Non-Pro License on Monday (March 21, 2014) at LTO San Juan. Ninong ko ang mag-a-assist sakin (He's working at the LTO) and sabi nya magdala daw ako ng Php 2,000. Medyo napaisip lang ako kung bakit ang mahal,kasi dun sa LTO Main (East Ave.) Php 950 lang babayaran ko at ang mag-a-assist sakin ay yung Driving School ko. Kaso malayo kaya pinili ko sa LTO San Juan kung san nagwo-work Ninong ko. Honestly wala akong idea kung bakit ganun kamahal pinapadalang amount sakin, but after ko mabasa ito, nagkaron ako ng idea na baka may sagot narin yung test paper ko sa monday. ang sabi din kasi hindi na ko mag drive test. Medyo kinakabahan ako sa Monday dahil sa mga nababasa ko dito, may mga nangyayari palang anumalya. i hope maging okay ang lahat.

    Model Driver? I am sorry but after reading this blog shows you are judging LTO for their mistake and telling you have a good judgement. Before you can drive a motorcycle you should have a drivers license with non prof rest.#1 and not permit only, Permits does not give you authority to drive.     Just had the very same experience today... Actually its the 2nd time it happened to me na 28/40 ang score ko. Nung una that was 2013 ni let go ko lang kc may mga sagot talaga ako na ndi sure but i ddnt expect na babagsak ako pero this time 1month before examination i went online to the lto website & took the online examm until i got a score of 100/100. Very shocked na 28/40 lang nakuha ko today. I wrote a request for recheck pero sabi nila will take 30 days or so para maresolve time na pede na ako magexam ulit. But the point is if same thing will happen ndi nako pede kumuha ng license for 1year. Seems like they aware na may mali sa system nila but they just cant do anything about it or theyre just not willing to help. I called lto complaint hotline pero pinagpasapasahan lang ako sa ibat ibang dept. And speaking of fixers... Yes most of them are scumbags in uniform. This happened at lto biñan.

    I'm a student at UP. I've encountered more than enough objective-type multiple choice tests to know that I couldn't possibly have failed that 40 item common sense exam. Unbelievable. Note: I also received the recurring score of 29/40 among others who also had the same experience with LTO.

    Same thing happened to me. Took the exam twice already, got the same score, 29/40. Then I asked the admin to have a manual checking of my answer, the problem is, they don't have the answer key, and told me that it was only the computer who can check. Called the LTO office in Manila and told me to request for Manual re-checking and to send my answer sheet to Manila and wait for 3 to 5 days to know the result. Please, this computer cannot be trusted. LTO must do something about it. It's 2018 already

    Took my exam last July 30, 2018 sa LTO Batangas, and I failed too. Super disappointing kasi 1 year na ako naghihintay magka-license. Same score rin, 29/40, which was really weird kasi less than 10 questions lang yung hindi ko talaga alam yung sagot.
    And sobrang bilis nung nagchcheck, I didn't even get to check if paper ko yung nilagay niya sa machine kasi pina-sign na niya agad ako sa log book kahit di pa na-che-check paper ko.

    My student permit will expire in 2 weeks kaya mas matagal pa ang hihintayin ko bago makakuha ulit ng exam (2 months).

    Gusto ko talaga legal yung pagkuha ko ng license. Pero pag 29/40 nanaman yung score ko sa 2nd take, magrereklamo na ko sa kanila, parang impossible na na same score lang.

    Gosh, while reading nawala yung sama ng loob ko. Kakatake ko lang kanina ng written exam ng LTO. ayun 29/40. Sobrang confident ko kasi, feeling ko kasi eh kaya kong ipasa yun. I passed civil service at LET, so feeling ko kaya ko yun. Di din ako nag fixer kahit na parang isdang inilalako lang yun sa San Juan kasi mas maganda kung sa legal dadaanin. After ko malaman na bagsak ako, parang pinagbagsakan ako ng langit at lupa. I failed! Feeling ko pasado naman ako. Nakakuha na ko ng kotse, tapos hindi ko sya magagamit. Sobrang nakakaasar, pero hindi lang pala ako ang ganun after ko mabasa mga comment dito. May kadamay ako, hindi lang ako nag-iisa.

    I had the same experience. di ako convince na failed ang result ng exam. Hindi talaga, pero nilayasan ko nalang pagbigay sakin ng papel ko. HIndi rin ako nagfixer kasi sabi ko isusupport ko yung pagkaagainst sa fixers. Parang wala pang paki yung mga tao sa LTO, di sa madami ang tao kaya parang keme keme lang pero ayusin naman, thankyou sa mga nagcomment dito at nakakagaan kayo ng loob.
